ATTENTION: The free look for documents in CM/ECF expires 15 days after the notice is sent.
ATTENTION: The HP Scanning Director will not launch following the IE7 install. According to HP's Customer Care, this is a known incompatibility that has not been addressed as of yet. They are recommending that PC's with HP Scanning Software not be upgraded to IE7. The current fix for affected PCs is a rollback to IE6.

IMPORTANT CM/ECF INFO

Effective August 28, 2005 - all CM/ECF users making fee payments by Internet credit card through Pay.gov must use Internet Explorer 5.5 or higher as their browser.  This is the only browser supported by the most recent version 3.2, of the Treasury's Pay.gov system, which is scheduled to be deployed on August 28, 2005.

Previous versions of Pay.gov worked with Netscape 4.7. However, recent testing of version 3.2 has confirmed that this will no longer be the situation.  Therefore, you are encouraged to acquire and use Internet Explorer 5.5 or higher as soon as possible for all fee payments, if you have not already done so. 

Netscape will continue to work with CM/ECF as long as interaction with Pay.gov for fee payments is not necessary.

 
 

If you would like to register to attend a Electronic Case Filing class please contact the court at 304-233-1655 and ask for the Chief Deputy.  Classes are currently being arranged.

Registered ECF Attorneys, please READ!  You now have access to file Proof of Claims.  This ECF option is called 'File Claims.'  It is located under the Bankruptcy drop-down menu.  This option will allow you to file claims and add creditors to the mailing matrix.  However, you do not have permission to add or modify creditors.

Creditors may apply for limited access to file claims, reaffirmation agreements, notice of appearance, etc.  To begin the process please mail (US Bankruptcy Court, P.O. ELECTRONIC PUBLIC ACCESS (EPA) FEE SCHEDULE CHANGE.  The Judicial Conference, at its September 21, 2004 session, amended the language of Section 1 of the Electronic Public Access Fee Schedule for the appellate, district and bankruptcy courts.  Effective January 1, 2005, the PACER Internet access fee will increase from seven cents per page to eight cents per page.  The total for any document, docket sheet, or case-specific report is not to exceed the fee for thirty pages.  Also, no fee is owed until a account holder accrues charges of more than $10 in a calendar year.

 
 

What is CM/ECF?

Case Management/Electronic Case Files (CM/ECF) is the new automated case management and electronic docketing system for the U.S. Bankruptcy Court for the District of Maryland. CM/ECF provides a new, easy-to-use electronic case filing feature that will make life easier for you by allowing you to file and view court documents over the Internet.

How does it benefit you?

CM/ECF will allow users to file and view documents from their office, home or anywhere they have access to the Internet, 24 hours a day. Documents are automatically docketed as part of the filing process and are immediately available electronically. CM/ECF also provides the following benefits:

  • 24 hour access to filed documents over the internet
  • Automatic e-mail notice of case activity
  • The ability to download and print documents directly from the court system
  • Concurrent access to case files by multiple parties
  • Secure storage of documents ( so files are not misplaces )
  • Potential reduction in courier fees, copy costs

How Does It Work?

The electronic case files system accepts documents in a portable document format (PDF). PDF retains the way a document looks when viewing it across different platforms, so the pages, fonts and other formatting are preserved. Filing a document with the court's CM/ECF system is quite easy:

  • Create the document using word processing software. Or check your Bankruptcy form preparation software for electronic filing capability.
  • Save the document in PDF format .
  • Log onto the court's CM/ECF system, using a court-issued login and password.
  • Follow the set of simple prompts to provide information about the case, party, and document to be filed.
  • Attach the PDF document and submit it to the court for filing ( by pressing the submit button ).
  • Save or print the CM/ECF electronic receipt e-mailed fro the court confirming the document was filed.

Are There Additional Fees?

There are no added fees for filing documents over the Internet using CM/ECF; existing document filing fees still apply. Electronic access to court data is available through the Public Access to Court Electronic Records (PACER) program. Attorneys and litigants receive one free copy of documents filed electronically in their cases.
